Key factors having an impact on the duration and contents of the process are whether the service will be deployed using an information system that has already been certified or whether the system will be certified as part of the deployment process. In the latter case, the preparation for deployment will take considerably longer, about one year. The actual deployment of the service is only one, albeit an important, part of the process.
The Katso organisation identification and authorisation management is a free service provided by PRC for identifying organisations in e-services. In the Katso service, the organisation’s representative can set up a Katso ID and manage the organisation’s details, sub-IDs and authorisations.
In Kanta services, a Katso ID is needed, e.g. for joining Kanta services as a client, for the deployment of the services and for maintaining the organisation’s contact details and technical data in the Extranet. It is possible to log in to the Extranet when the organisation’s details are found in the THL SOTE organisation register.
To provide the information needed in the deployment of the client data archive for social welfare services and to approve the service description, you need
- a Katso ID with Master User’s privileges, or
- a Katso ID that includes the role of an administrative contact person.
Other Katso service roles related to Kanta services include Kanta.fi – Archivist, Reader, Technical contact person, Implementer of data communications and software, and Data Protection Ombudsman.
Client account in Kanta services
The deployment of the client data archive for social welfare services requires a valid client account for the Kanta services.
The client account management for Kanta services will be updated and further details of the impacts of the update on new clients will be provided in early 2018. As a result of the reform, the deployment of services will be harmonised and made easier for clients.
Accept the service description and provide the information required in the deployment of the service
The deployment of the client data archive for social welfare services requires a valid client account for the Kanta services. For the deployment of the service, the client must accept the service description of the client data archive for social welfare services and provide the administrative and technical details required in the use of the service.

The Extranet for Kanta services will also be developed as part of the client account management reform in Kanta services. In the future, clients of the Kanta services can manage and report details related to the client account and the deployment of services electronically in the Extranet more extensively than before.
A deployment test is carried out before the deployment of the client data archive for social welfare services. The deployment test ensures that the client’s information system is ready for production use in the client data archive for social welfare services. The deployment test is performed methodically by carrying out a test case in accordance with the instructions at the agreed time and by reporting a successful test to Kela.
The deployment test is performed with a certified system in the production environment of the client data archive for social welfare services. The test IDs granted by Kela and needed in the deployment test are delivered to the information system supplier that takes care of their distribution to its clients. It is recommended that the information system supplier keeps a record of which test IDs it has provided for each client for the testing of which service, because the test IDs are in shared use by the services at Kela.
Conditions of performing the deployment test:
- The service description of the client data archive for social welfare services has been accepted and the information required in the deployment of the service has been sent to Kela
- the deployment test has been agreed with the system supplier
- the deployment test has been agreed with the necessary staff resources and partners (the person performing the test, application and data communications support, person with a role of Kanta archivist).

The person acting in the role of Kanta archivist shall ensure that all documents of the test case have been archived in the client data archive for social welfare services and in the Controller’s register. In addition, the person acting in this role shall ensure that the information in the documents recorded in the service corresponds with the information in the system processing the client data.
A successful deployment test is reported to Kela.
Start archiving with the certified system
The production use of the client data archive for social welfare services can be started as soon as the deployment test has been successfully completed and confirmation of this has been made with the Archivist’s interface.
The deployment of the client data archive for social welfare services also includes the deployment of the Archivist’s interface. The person appointed as a Kanta archivist has a right to use this interface.
The Archivist’s interface is a browser-based interface for the Controller’s data in the client data archive for social welfare services. With the interface, documents are seen in exactly the same way as they are in the archive. In addition, with the Archivist’s interface it is possible to view the metadata and version information of the documents, as well as the data added by the archive.
The Archivist’s details are requested in connection with the deployment of the service. Access right to the interface is linked at Kela to the certificate card number that must be given in the information required in the deployment of the service. One certificate card can be linked to one or several Controllers.
Identification to the interface takes place with a smart card issued by the PRC for the use of social welfare and healthcare services. Access rights are automatically limited to the document material of the Controller where the Archivist is working.
