There are shortcomings in accessing the EU Digital COVID Certificates in My Kanta Pages, and the healthcare service or the supplier of the patient data system are able to address these shortcomings. Certificates have sometimes not been produced due to incorrect or insufficient entries. As a result of improvements in the quality of entries and retrospective corrections, a COVID-19 certificate is produced for as many as 99 per cent of those who have received the COVID-19 vaccination. It is extremely important to enter the data correctly at once also in the future. The COVID-19 test certificates are also produced for more than 93 per cent of the tests performed.

A client’s EU Digital COVID Certificate is not shown in My Kanta Pages and the certificate is not available in the national printing and recording service – what to do now?

  1. If a client’s EU Digital COVID Certificate or the data are not shown, the matter shall first be investigated within the organisation.
    1. Make sure that all data has been entered in accordance with the instructions.
    2. Check whether the data has been entered in the Patient Data Repository and, if necessary, request help form the archivist who can check the situation using the Archivist’s User Interface and, if required, cancel documents.
    3. Find out from the main user of the patient data system the situation in your own organisation with regard to the archiving and any retrospective corrections of vaccination data or test results.
  2. If the organisation cannot find a reason why the patient is unable to view the data in My Kanta Pages, the system supplier shall help in investigating the matter and, if necessary, issue a fault report to the Kanta Services.

Patients must not be advised to contact the Kanta Services or THL. The healthcare operator and/or the patient data system supplier are responsible for correcting the data. It is important to inform customer service professionals of the matter.

Healthcare organisations must prepare themselves to provide EU Digital COVID Certificates to minors

The healthcare service must issue an EU Digital COVID Certificate for a minor or their parent or guardian if it is not possible to download the certificate from My Kanta Pages. Parents or guardians are able to view data concerning children under 10 years of age in My Kanta Pages. The data of a child over 10 years of age can be viewed by a parent or guardian if the patient data system used by the healthcare service has deployed a functionality for registering the minor’s decision-making capacity and consent to sharing data. However, the required functionality has not been deployed by the majority of healthcare organisations, and therefore the COVID-19 certificates are not necessarily shown to the parents or guardians of a child over 10 years of age.

However, several public healthcare organisations are able to print out the EU Digital COVID Certificate for clients who are unable to get the certificate from My Kanta Pages. This also applies to certificates for minors. The healthcare service must prepare an operating model for printing the certificate for clients.

Persons with no Finnish personal identity code can also get an EU Digital COVID Certificate

My Kanta Pages can only be accessed by persons who have a Finnish personal identity code and a means of identification required for the use of My Kanta Pages, and therefore the role of the healthcare service in printing the certificates is emphasised.

Persons with no Finnish personal identity code can be issued with a temporary identification code for the patient data system. The data recorded for a temporary identification code will also be entered in Kanta. The EU Digital COVID Certificate can be printed for persons with a temporary identification code only by the healthcare organisation that administered the client’s vaccination and where the temporary identification code has been produced. The certificate is printed out of the temporary national printing and recording service or from the patient data system if the system supports it at this stage. Retrieval of the certificate from Kanta using the temporary identification code is in use as from 27 August 2021.

The EU Digital COVID Certificate is based on the data entered in Kanta, the quality of which can be monitored on public quality reports

Before the EU Digital COVID certificates can be produced, the vaccination data and test results entered in the healthcare service must be saved in Kanta in accordance with the national specifications and the documentation instructions of the Finnish Institute for Health and Welfare (THL). The quality of data of the COVID vaccinations and test results can be monitored with respect to each service provider:

If the report indicates that there is a quality-related problem, the system supplier must be contacted in the first instance. If certificates are not produced, the matter should be communicated within the organisation and also to clients.
