The Client Data Act has been approved – specifications of the Patient Data Repository circulated for comments until 19 September

Comments are requested from client and patient data system suppliers and social welfare and healthcare operators concerning the functional and technical specifications of the Patient Data Repository by 19 September 2021. Two joint events for reviewing the specifications will be held in September–October.

The new Client Data Act for social welfare and healthcare services will change the practices for sharing client and patient data, and it will also result in changes in the functional and technical specifications. Kela and the National Institute for Health and Welfare are now requesting comments on the specifications.

The general description of the Management of Data Sharing and the specifications of the Patient Data Repository are circulated for comments

The purpose of the circulation for comments is to ensure the quality of the functional specifications and their executability in the information systems. The specifications circulated for comments are:

  • the general description of the management of data sharing
  • the functional and technical requirements for the Patient Data Repository.

Take part in online commenting and summary meetings 

Comments on the functional and technical specifications of the Patient Data Repository can be submitted until 19 September 2021. We will also hold two commenting and summary meetings online: 

  • 31 August 2021 at 2.30–4pm: Presentation of the changes, Q&A session, and discussion

  • 8 October 2021 at 9–11am: Review and summary of comments.

In the summary meeting, changes made on the basis of comments will be reviewed with respect to each specification. In addition, clarifications of other updated specifications will be dealt with and the impacts of future changes will be discussed.

THL will also provide draft regulations to be circulated for comments 

The Finnish Institute for Health and Welfare (THL) is preparing several regulations related to information management in the social welfare and healthcare service by the end of 2021. THL will publish the regulations that prepare for the implementation of the Client Data Act to be circulated for comments in September.
