Kanta Services are developed to meet customers’ needs – Kela takes over responsibility for deployments

The national responsibilities for the Kanta Services will be updated as from 1 January 2020. A prominent change for the organisation clients is that in future Kela will be responsible for supporting the deployment of Kanta Services and for practical client cooperation.

With the changes, Kela wants to meet the clients’ needs and respond to changes in the operating environment even better than before. The objective is to enable faster deployment of new services, data contents and functionalities. The social welfare and healthcare organisations will be invited to take part in the planning and prioritisation work.

How will the change be visible to clients?

In the future, the deployment of Kanta Services will be coordinated and supported by Kela. The National Institute for Health and Welfare (THL) will be closely involved in supporting the deployment as an expert of social welfare and healthcare contents and operating models. 

Kela will also be responsible for practical client cooperation. Social welfare and healthcare professionals are able to contact the client services at kanta@kanta.fi. Kela and THL together will ensure that the clients’ questions will be directed to the right place during the period of change. The Ministry of Social Affairs and Health (STM) will be responsible for client and stakeholder cooperation at the strategic level.

All materials of the Kanta Services will be compiled on the kanta.fi website during the changeover. Previously information has also been available on the THL website. The purpose of the changeover is to facilitate the flow of information and to provide clearer communications channels. Information about the entity of information management in social welfare and healthcare services is available on the THL website. The Kanta newsletter will continue to be published, however, Kela will be responsible for its editing.

Operating model to be developed throughout 2020

The Kanta Services are developed by Kela, THL and the Ministry of Social Affairs and Health in cooperation with the clients. Kela is responsible for the planning and realisation of the Kanta Services implementation projects. THL will continue as the authority for information management in social welfare and healthcare services, and it will be responsible for the development of information management in the sector more widely than at present. 

THL supports harmonised ways of implementing information management in social welfare and healthcare services at the national level through regulations and guidelines. THL carries out client cooperation, for example, to develop new Kanta Services and to ensure interoperability of client and patient data systems.

The Ministry of Social Affairs and Health is responsible for the general strategic guidance and funding of information system services in the social welfare and healthcare sector. The Ministry will set out the target state for information management in social welfare and healthcare and the Kanta Services, outline the development paths, and monitor the results.

The development of the new division of tasks and the operating model will continue throughout 2020. The change will be carried out by testing and in cooperation with the clients and partners. For example, further practices of various expert networks and stakeholder cooperation will be assessed during 2020.
