More guardians can now see a child’s details in the My Kanta Pages – a joint custody agreement no longer prevents access to the My Kanta Pages

Guardians who have a joint custody agreement can now undertake act on behalf of their underage children in the My Kanta Pages. If there is another person with right of access to information about the child, they will be able to access the child’s details in the My Kanta Pages. Acting in circumstances where there is a non-disclosure for personal safety reasons in place has been made easier.

Guardians who have a joint custody agreement can act on behalf of their underage children in the My Kanta Pages. Guardians who have the authority to make decisions on behalf of a child in health care matters, for instance, can renew prescriptions and authorise disclosure of the child’s patient record, etc. 

For guardians to be able to access the My Kanta Pages as determined in the joint custody agreement, the agreement must have been registered in the Population Information System in an encoded format by the authorities. Encoded data are machine-readable and can thus be read by the My Kanta Pages. If the joint custody agreement is not encoded, the guardians can authorise one another to act on behalf of the child in the My Kanta Pages. This authorisation can be submitted to the Suomi.fi online service.

Previously, it was not possible to act on behalf of the child at all if the joint custody agreement concerned matters other than just housing arrangements. 

“It is important for families to be able to manage a child’s matters easily in the My Kanta Pages even if their circumstances change. These reforms make life simpler for many people,” says Specialist Mari Holmroos at Kanta services at Kela.                        

A person with right of access to information can view a child’s details in the My Kanta Pages

A person with right of access to information concerning an underage child’s health may view the child’s details in the My Kanta Pages. 

“A person with right of access to information can view test results, notes from an appointment or prescriptions. However, a person with right of access to information is not allowed to take action on behalf of the child in the My Kanta Pages to e.g. request prescription renewals,” Holmroos explains. 

Examples of a person with right of access to information include a parent who does not have custody or control over the child’s health care matters, or another support person for the child. 

It is now possible to act on behalf of a child even if the guardians have non-disclosure for personal safety reasons

Guardians now have easier access to the My Kanta Pages to act on behalf of their child in circumstances where one or more non-disclosure for personal safety reasons are in place in the family. 

Previously, if one of a child’s guardians had a non-disclosure for personal safety reasons, this also prevented the other guardian from acting for the child in the My Kanta Pages. They can now act on behalf of the child using a Suomi.fi authorisation. Previously, if both guardians had a non-disclosure for personal safety reasons, neither could access the My Kanta Pages to act on behalf of a underage child. Access is now also possible in this situation using a Suomi.fi authorisation.

“However, if the child has a non-disclosure for personal safety reasons, it will still not be possible for the guardians to override that to act on behalf of the child. The safety of the child takes precedence,” says Holmroos. 

Acting on behalf of a child in the My Kanta Pages

A guardian can act on behalf of all of their children in the My Kanta Pages. For the guardian of a child over 10 years of age, accessing their details will become possible once the health care organisation in question has made the necessary changes to their patient information system. Some guardians already have access to the details of their underage children who are over 10 years of age.
