The pilot projects will focus on the following key elements surrounding the freedom of choice:
- choosing the health and social services centre and oral care provider
- client vouchers
- personal budgets
- combinations of the above
The pilot projects are aimed at supporting the implementation of the act of Parliament establishing the freedom of choice.
Kela is building service portals which citizens, organisers and providers can use during the pilots. In addition, Kela will calculate reimbursements and transfer payments from the regions to the service providers.
Individual clients can choose their health and social services centre via My Kanta
In the first stage of the pilot projects, Kela will set up information services to allow clients to choose their health and social services centre. The choice of oral care provider will be implemented in the following stage. The pilot focusing on personal client budgets and vouchers is based on voucher systems administered by the regional authorities.
Starting in in 2019, individual clients will be able to select their preferred service provider from amongst approved regional providers. The selection is made via the My Kanta service. A service organiser or provider can also make the selection on behalf of an individual client. Selections can later also be made via the service organisers’ and providers’ own patient and client data systems.
Online service for professional users
Service organisers selected to participate in the pilot focusing on the freedom of choice can manage registrations from and contracts with regional service providers via an online service which requires them to sign in at the section of the Kanta service aimed at professional users.
The service organisers will also be responsible for inspecting payments. They have access to a variety of reports for example on contracts with service providers as well as lists of clients who have signed up with each service provider.
The service providers participating in the pilots also must sign in via the Kanta service to access the online service which patients can use to exercise their freedom of choice. The online service allows service providers to register as a provider and to edit their information. Service providers can also see a list of clients who have signed up with the health and social services centre in question.
Information for participants in the pilot projects
During the pilot projects trialling the patients’ freedom of choice, Kela will provide general information about the health and social services reform and the freedom of choice. It is available by phone, email and by automated chat to both organisations and individual clients. The information provided during the pilot projects is expected to offer useful insights into the kind of support clients and organisations will need as part of the health and social services reform.
