Changes in the management of data sharing by virtue of the Client Data Act for definitions

The Act on the Electronic Processing of Client Data in Healthcare and Social Welfare (the Client Data Act, 784/2021) entered into force on 1 November 2021.

The first phase saw the implementation of changes that were required to data sharing management in the Patient Data Repository as a result of the entry of the Act into force. The changes brought about by the Client Data Act were discussed at journalist briefings in 2021.

Specifications for the Patient Data Repository


The functional and technical specifications for data sharing management in the Patient Data Repository and a General Description of Data Sharing Management were published in autumn 2021.

Joint testing and production readiness

  • A version that complies with the Client Data Act is available in the Patient Data Repository’s Client Test Environment. 
  • The Kanta service has joint testing capability as of Feb 2022.

Implementations in social welfare services

The data sharing consent and the right to restrict data sharing will be deployed in the social welfare services after data sharing within the sector has been enabled. However, new information given in the healthcare service will also apply to the Client Data Archive for Social Welfare Services.
