Accessibility statement for Kanta online schools

This accessibility statement applies to Kanta online schools at www.verkkokoulut.kanta.fi. The accessibility statement describes how accessible the online service is, what accessibility shortcomings there are and how you can give us feedback on accessibility issues. This statement was published on 20 October 2023.

The Kanta online schools were created jointly by Kela and Mediamaisteri Oy. The Kanta online schools (hereinafter also the ‘learning environment’) are based on open-source Moodle code, which Mediamaisteri Oy has customised into its proprietary Mediamaisteri LMS learning environment.

This website is governed by the Act on the Provision of Digital Services, which stipulates that public-sector online services must be accessible. In other words, these services must comply with levels A-AA in the Web Content Accessibility Guidelines (WCAG) 2.1

Our aim is for our online services to be accessible. Accessibility means that anyone can use the services easily and on an equal basis, any functional impairments notwithstanding. An accessible online service functions flawlessly from a technical perspective and has a clear user interface and understandable content.

How accessible are the Kanta online schools?

The Maisteri LMS online learning system is based on the open-source Moodle platform. The Maisteri LMS online learning environment seeks to comply with levels A-AA of WCAG 2.1. The website only partly complies with these requirements, and has the following shortcomings:

  • 1.4.4 Resize Text – Level AA
    • The modal window is not fully visible when the page is enlarged. The modal window also cannot be scrolled.
    • Text in the paragraphs in the H5P application cannot be enlarged.
  • 1.4.5 Images of Text – Level AA
    • Some images are lacking a text description or ‘alt text attribute’.
  • 2.1.2 No Keyboard Trap – Level A
    • There are links to parts of the course on the course event report pages, but the links have no visible focus indicator.
    • The modal window Luo uusi tapahtuma (Create new event) is hidden from the screen reader.
  • 2.2.2 Pause, stop, hide - Level A
    • The carousel on the front page does not allow access to the button using keyboard commands.
  • 2.4.1 Bypass Blocks – Level A
    • Navigation: the order and nesting of h1, h2, h3 and h4 elements should be improved for ease of navigation.
  • 2.4.3 Focus Order – Level A
    • The left navigation panel of the website is too far down in the navigation sequence.
    • The location of the Ohita (Skip) anchor link is not understandable and not consistent with the focus sequence.
  • 2.4.4 Link Purpose (In Context) – Level A
    • There are several buttons that function as links in the online service. Technically, they are quite correct ‘Send’ buttons on forms, but sending an empty form just to change pages is not appropriate.
    • The course category heading has been rendered clickable with a script, with separate keyboard focus. However, the distinction between focus on the heading and focus on the link is not clear.
  • 3.3.2 Labels or Instructions – Level A
    • Some of the input fields lack a label.
  • 4.1.2 Name, Role, Value – Level A
    • In some parts of the system, interactive elements and accessible names have shortcomings.
    • Tiedostonvalitsin (File select) modal window. The accessible name of the Valitse tiedosto (Select file) button is an attachment that can cause difficulties for users using voice control.
    • The element showing the subcategories of a course category is a clickable course category heading. This does not describe the function via HTML for screen readers.

Technical execution

The Maisteri LMS online learning system is based on the open-source Moodle platform. Moodle is designed to provide the same functions and the same information for all users. In other words, there should be no limitations on the use of the website regardless of personal disability or impairments, assistive software, screen size or input devices (mouse, keyboard, touchscreen).

The website is designed to be compatible with the following browsers:
