User fees for national information system services in healthcare and social welfare for 2022–2023 - minimum fee of €90 for private healthcare

The Ministry of Social Affairs and Health has confirmed the user fees related to electronic prescriptions and the Patient Data Repository for the years 2022 and 2023. Private healthcare providers using the Patient Data Repository will also contribute to the funding of Kanta Services from next year.

User fees will increase slightly from 2021:

  • The user fee charged to pharmacies is €0.054 per dispensed prescription. The user fee does not include invalidated medicine dispensing events.
  • The user fee charged to public health care services is €2.509 per each resident of the municipality.
  • The fee charged to private healthcare providers is €0.489 per issued prescription. An issued prescription refers to one prescribed medicine.
    • However, the annual minimum fee will be €90. 
  • The fee charged to state healthcare units will be €2.509 per client per year.

Doctors and dentists may continue to issue prescriptions in the Kelain online prescription service without any user fee when the service is not used for the purpose of profit.

What does the minimum annual fee of €90 for private healthcare mean?

A minimum annual fee of €90 will apply to

  • those private healthcare providers using the Prescription Service whose prescription-based user fee is below €90 in 2022 and 2023.
  • those private healthcare providers using both the Patient Data Repository and the Prescription Service whose prescription-based user fee is below €90 in 2022 and 2023.
  • also those private healthcare providers who have joined the Patient Data Repository and do not issue prescriptions at all.

The minimum fee is charged if the service provider is a client of the Kanta Services from 1 January 2022 to 31 December 2023 or at any time during that period. The minimum fee will not be charged if the service provider terminates the service or services before 31 December 2021. The service termination cannot be backdated. 

The annual minimum fee will be invoiced in February of the year following the year for which the fee is due. 

Costs to be estimated in advance

The costs will be estimated in advance and the fees will be determined on the basis of this estimate. The purpose is that every user, i.e. public and private healthcare service enablers and pharmacies, will pay only for the actual use of services.

The fees will cover the certificate services provided by the Digital and Population Data Services Agency and the maintenance costs incurred by Kela in managing the Kanta Services. The Kanta Services include the following services: the electronic prescription service; the national Patient Data Repository; My Kanta Pages, which is a citizen user interface to the Kanta Services; the Information Management Service; and the service for recording declarations of intent.

The total costs for 2022–2023 are estimated at €46.8 million, of which Kela’s share is €42.43 million and that of the Digital and Population Data Services Agency is €4.4 million.
