Acting on behalf of another person in MyKanta

In MyKanta, you can act on behalf of another person. This entitlement is subject to guardianship or a Suomi.fi e-Authorization.

In MyKanta, it is possible to act on behalf of a minor. It is also possible to act on behalf of an adult with a Suomi.fi e-Authorization. Legal guardians and persons with continuing power of attorney can also act on behalf of the person they represent if they have a Suomi.fi e-Authorization to do so. The assignee has most of the same rights for managing affairs as the person granting the authorisation.

Guardians may act on behalf of all their children under the age of 18 in MyKanta. There are regional differences, however, in how a child’s social welfare and healthcare data are shown to their guardian.

Guardians may use the MyKanta online service on behalf of all their children. As a rule, all of a minor child’s patient data is visible to the guardian in MyKanta. The exception to this is the data not visible to the guardian because a child assessed as having the capacity to make a decision on the matter has specifically prohibited their guardian’s access to it. In addition, there are some differences in the visibility of data depending on the wellbeing services county in which the data has been recorded and when it has been recorded. 

However, some of the child’s old patient data cannot necessarily be displayed to the guardians. The patient data of a child over the age of 10 is not visible to the guardian in MyKanta if no assessment of the child’s decision-making capacity has been recorded in the patient data. An assessment cannot be added to the data afterwards. 

The recording of an assessment of a child’s decision-making capacity has been introduced gradually in health care. The majority of public health care services are already able to record an assessment of a child’s decision-making capacity in their patient data. If necessary, the guardian can ask the health care unit that cared for the child for detailed information on the start date from which the data on their child aged 10-17 is visible to the guardian. 

Guardians will gradually be able to view their child’s social welfare client data in MyKanta. This data will become available in MyKanta in stages from 2023–2026. If a guardian cannot see their child’s data in MyKanta, the matter must be clarified with social welfare and healthcare services. In this case, it is necessary to check whether the assessment of the child’s decision-making capacity and their will concerning the disclosure of information to their guardians are correctly recorded in the service event or document. When guardians use MyKanta on behalf of a minor, they log in to the service with their own credentials, select the “Acting on behalf of another person” link, then select the child whose affairs they want to manage. MyKanta will check with the Population Information System that the person acting on behalf of the minor has the right to view the minor’s data. It is not possible to act on a minor’s behalf with a power of attorney.

An adult and legally competent person can act on behalf of another adult in MyKanta if they have been authorised to do so. The authorisation can be granted in the Suomi.fi online service. Suomi.fi e-Authorizations are also used by other organisations, so you can use the same authorisations to access many other services.

If the person granting the authorisation, i.e. the assignor, has an electronic means of identification, such as online banking credentials, they can grant authorisation by identifying themselves with Suomi.fi e-Authorization (suomi.fi)(opens new window). If the assignor does not have any electronic means of identification, the authorisation can also be granted using a mandate application (suomi.fi)(opens new window).

An adult person ordered to require representation under a continuing power of attorney can authorise another person to act on their behalf in MyKanta. Even though a person is required to be represented by a person with a continuing power of attorney, they can

  • authorise a trusted person or their legal guardian to use MyKanta on their behalf
  • manage affairs in MyKanta on behalf of their child
  • manage affairs in MyKanta on behalf of another person, if they have been authorised to do so.

Persons who have been granted a continuing power of attorney may also grant authorisations. If the assignor has electronic means of identification, they can authorise a legal guardian by identifying themselves with a Suomi.fi e-Authorization (suomi.fi)(opens new window). The authorisation can also be granted without using electronic means of identification (suomi.fi)(opens new window), such as online banking credentials.

The Digital and Population Data Services Agency will promote the access of legal guardians and persons with a continuing power of attorney to electronic services in order to act on behalf of another person from 2023–2025. At first, the persons under guardianship will have the opportunity to authorise and to act on behalf of another person.   In the coming years, legal guardians and persons with a continuing power of attorney may act on behalf of their assignor without a separately granted Suomi.fi e-Authorization in matters for which they have jurisdiction.
