Deployment of the authorisation for outsourcing service providers

The deployment of the authorisation function for outsourcing service providers requires that both the service organiser and provider use the Patient Data Repository. In addition, the patient data systems of both the organiser and the provider must have authorisation function for outsourcing service providers implemented.

Before the service organiser and provider can deploy the function, the parties must

  • have a mutual agreement on either a patient-specific or register-specific outsourcing service
  • use the Patient Data Repository
  • use patient data systems that support the authorisation function for outsourcing service providers.

Patient data system requirements

The service provider’s and service organiser’s patient data systems must support authorisation functions for outsourcing service providers:

  • The organiser's patient data system (or a separate system, such as a service voucher system) must be able to generate the authorisation document for the outsourcing service provider and the related functions.
  • The provider's patient data system must be able to retrieve data based on the authorisation from the organiser's register in the Patient Data Repository and store patient data in the organiser's register.

The service organiser’s or provider’s features in the patient data system must be tested in joint testing with the Kanta Services. Systems whose authorisation function for outsourcing service providers has been jointly tested can be found on the Situation of the Patient Data Repository page.

Deployment process

Once the necessary preparations have been completed, the service organiser or provider may begin the deployment process of the authorisation function for outsourcing service providers. The process is carried out step-by-step if the deployment is the first of its kind for the service organiser or provider.

A service organiser or provider deploying the authorisation for the outsourcing service provider

  • should first consult their system provider to discuss the kind of support they can offer in the deployment of the functionality
  • may register for the extended use of the Patient Data Repository, if further support from Kela is necessary
  • familiarises themselves with the operating models related to the authorisation function for outsourcing service providers
  • conducts a deployment test together with the outsourcing service partner and the system provider before going live.
