Amendments to the Client Data Act proposed by Parliament – training for social welfare and healthcare service providers is postponed

The proposal for the new Client Data Act is currently under review by Parliament. The positions of the committees have an impact on the progress of the legislation process.

The Ministry of Social Affairs and Health has prepared a new act on electronic processing of client data in social and health care. Parliament started to review the bill in November 2020.

The Constitutional Law Committee proposes amendments to the bill in its statement of 2 March 2021. The statement is available on the Parliament website. The Social Affairs and Health Committee will still continue the dealing of the bill. 

Based on currently available information, the preparation of the Luotain user interface will be suspended until further notice. Any other impacts will be notified of as soon as possible.

According to the current estimate, the act would enter into force at the earliest on 1 September 2021. 

Training and information events for social welfare and healthcare service providers are postponed

It was planned to arrange a Kanta information meeting for social welfare and healthcare service providers on 30 March 2021. The event has been cancelled, and we will notify of a new date for it once the parliamentary review makes progress. 

In addition, the training event on the impacts of the amendments to the Client Data Act on the sharing of client and patient data, which was planned for April 2021, has been cancelled. We will announce a new date for the event at a later date. Kela’s Kanta Services will contact all those who have already registered for the information meeting and the training event.

The current information on the Kanta.fi website concerning changes to sharing client and patient data is based on the government proposal issued in November. Information on the Kanta.fi website will be updated after any changes to the bill have been confirmed.
